Still enough to be suspended/expelled, since colleges maintain their own conduct policies (which can poison future chances at applying to other schools). Funny thing about Title IX laws: if sexual harassment does happen within their premises, they get in legal trouble for it, not the people involved. So they're probably only booting him to keep their hands clean.
