You should have a one on one with your manager and explain how things have been. But I wouldn't leave it at that, ask for advice on how you can overcome working with this douche so that it doesn't jeopardize your work or the work getting done for the job. That way it doesn't sound like you're complaining to them.

When you finish someones work and management sides with them, you should perherhaps get a clue that you're overstepping your bounds.
Does this guy work under you? If not, you really have no place telling him what to do. Just do your job and ONLY your job, these things tend to work themselves out.
