It would also matter if you got close to any one person, intentionally or not, and then it can get into sexual molestation territory. I don't think they would get you a public indecency charge, but they would try for harassment/stalking/molestation/tresspassing i.e. something that would stick.

Also keep in mind, in a jury of your peers, the jury will be made up of normies who will have already made a decision just based on the facts of the case. Unless you can prove beyond a shadow of a doubt that a) He took boner pills (just taking them doesn't prove shit or they'd arrest every old fuck who took a viagra the night before and ended up in target with a hard-on) and b) He took them with the specific intent of going to creep people out (how would you even begin to prove that?) and c) He didn't just take them for fun (as far as I know having a hard-on in public isn't illegal yet) then this would get laughed out of any courtroom in the US.
