Honestly what are the best options for an unambitious 29 year old fuck-up to get a half-decent-paying career? I am thinking about taking a heavy equipment program at a community college to learn how to operate dump trucks and excavators.
You still got tons of options at 29. You only need to worry when you're reaching 40.

"Fuck-up" is also a key word. I've mostly been drunk for the last 10 years. I don't have a good work history, very limited skills, and failed out of university. I guess this helps to narrow my career options because I am definitely not going for anything too ambitious.

Thats actually a fine idea. No advice needed.
Dude, ive done every kind of job and im university educated. Been management been the bitch and what have you. Listen to me.
All jobs suck. Period. You can divide them into most stressful and least stressful if anything. Im a skill tradesman now. Least stressful and best paying.
Do the heavy machine operating. Theyll pay well and your life is yours when you clock out. I promise from experience if you want more in your life, the pay and the lack of trouble will help you enrich yourself.
Never ever accept a supervisor or management role. You are a happy wage man.

Driving, electrician and plumbing are the 3 trade skills that could ensure anyone to never be jobless ever again. So driving dump trucks and excavators is a pretty safe bet. Go for it.

That's pretty much what I was thinking. What trade are you in?

Im a carpenter.
I don't know how it is where you are, but here in UK, pretty much anyone can become a train driver and earn 6 fissures within a few years.
