Okay so like first you had to travel there, you can actually do that by applying and use a traveling agency. So while you are traveling there you had to find some way to swear your alligience to the regime and offer to serve? I guess...

It is possible. A few NGOs have people working there. Contact them. Usually they want some skilled people, such as nurses.
