Very few guys are mature until they are 29/30 so your range is off.

I've met some wise 21 year olds and some dumb ass 30 year olds. Just keep your eye out and you'll eventually find someone who's got their shit figured out.
To answer your OP tho, you just have to be hot and be around areas where men of that age might be. If you initiate it makes it decently clear that you're interested and shit usually snowballs from there.
