Is it pretty much required to get a PhD in Chemistry in order to do anything beyond lab monkey work, like Research&Development? I'm interested in inorganic chemistry but I don't know if I have the time and money to pursue a PhD.

When you go to grad school in a research field the university pays you for it. Or so I've been told. You just work as a research assistant.
