I made an appointment with a dentist, but I found out today that the office is located inside of an apartment building.

depends, in a lot of cities there are offices below the apartments and stores below those offices. You should drive by and see what the situation is.

No. It is very common for apartment buildings to convert ground floor apartments (which aren't attractive to renters because of street noise) to offices - lawyers, doctors, dentists, etc.
I've lived in New York, Chicago and Los Angeles, and in all three cities my dentist was on the ground floor of an apartment building.
My dentist works out of a building that straight up used to be a house.
