We need more information than that, OP. Is there a reason why your partner isn't putting in what you'd call equal effort? Do they have obligations that require attention that maybe you don't? Are they mentally ill and maybe that plays into it?

Your post creates a "Person A is wronging Person B" mentality but relationships aren't that simple and it makes you seem kind of selfish. You're both human beings trying to live life without any real idea what you're doing. Maybe your partner has things they're going through or growing they're doing that requires a lot of their attention. The world shouldn't revolve around your relationship. Your relationship should be the cherry on top.
