There's nothing you can do then, mate.
Keep some books of knowledge around that interest you and read them in your downtime. Your boss can't fault you for wanting to improve yourself and you are learning the shit you want to do while getting paid for it.

or... since your job "involves a lot of downtime" just ask your boss what you are supposed to be doing during this downtime. or if there are "approved" activities that you could do. (like bringing in a book for example)

I would watch the show cops with my smartphone on youtube, usually the hour long ones. I work at a desk so I put it in front of my computer and if i see the boss coming towards me I put it in my pocket
