I've been overweight my entire life and only lost weight recently (well after puberty). I think maybe being overweight before and during puberty resulted in the fat not getting deposited in the places I wanteded it. Personally, my tits aren't small. 34D, actually. They just aren't full and never were. Maybe getting preggo would fix it.
