I recently obtained my bachelor's degree in computer engineering. 3.0 GPA. Spent two summers doing software QA in 2015 and 2016. Been looking for a job since January and I can't find one. I'm starting to think just having a degree is not enough, or I'm just not cut out for this work. Thinking of getting an IT certificate, but even then I'm not sure if that will get me anywhere. Been especially thinking of going for a CCNA.
Should I change my approach for job searching? Should I actually consider taking my education further or getting a certificate? What are some bustling fields that even mediocre people like myself can get into?

Talk to people who have jobs in your field, and find out what their qualifications were when they were hired. The more recent the hire, the better.

You said you spent two summers working. Call those companies, and ask for some of the people what work there permanently in your career field.
