During the winter, mice came into my apartment through a hole that is now patched. To get in, they had to crawl over an open box full of utensils. They definitely pooped on them and I kind of smell piss.
Is chlorine in city water enough to kill any trace of bacteria or should I dump them in alcohol or something?

Also, if you are poor enough to have mice, you are poor enough to have used (thrift store) kitchen utensils. They have probably been in contact with far worse sometime in some crazy hoarders basement before you bought them. And they were not disinfected then, just some minimum wage druggie that has aids and hep-c and does not care, washing them in a dirty sink with some dollar-store soap.

Don't forget to wash your utensil holder too.
If you're paranoid then you can add a teaspoon of bleach to your wash.
The hot water cycle in your dishwasher is hot enough to sterilize most things.
