Just don't hide your anger, yell at him and tell him he used the electricity when you paid for it and when anon b paid for it.
If he still refuses to pay, and you have to pay the electricity, when he comes back, every time he uses something connected to the wall, go and disconnect it and say it's your money and he has no right to use the electricity while you pay for it since he won't pay for you in the first place.
