How do you stop a neighbor's dog from barking?
Manager won't do anything. Neighbor won't do anything.

barking is a form of nuisance. Pretty sure you can pursue that under property laws.

complain to animal control, tell them you suspect abuse/owner is unable to take care of the dog

Had this exact problem two months ago.
In apartment building, dog in next apartment--with common wall.
If tenant was not home dog barked nonstop.
I put a notice on the apartment door that stated that I was trying to be nice about this, but if they didn't do something about it I was going to tell landlord and call the police (the police in my town would actually do something about it believe it or not). Never heard the dog ever again.
I couldn't believe it worked so well and so fast--but sounds like not going to work for you.
Try getting a dog whistle.
I believe they even have ones you can put outside that the wind can activate.

I'd call the pound and police. Most cities have ordances about barking dogs. 1st warning then citations $$$$$.
