I want a rain/winter/biking jacket but one with all the features I "need" doesnt exist. Can I go to a tailor(is that the right word?) to get them to make me what I want? how much should I pay? $100? I have the fabric, zippers and other jacket things needed.

Yes, a tailor can do that. No, 100 bucks isn't enough. You're looking at a minimum of double that.

You could always go get your measurments from tux rental places for free, and try and make it yourself.

Yeah and if you dont even have the design for the tailor (i'm guessing they'll have to design some things since you aren't a tailor and dont know things) that's extra work they will do and extra work means extra money you pay. I think at least $500 if you want a decent jacket that also doesn't look like crap
