why is this section of my hair so short?

i just got my hair cut and the lady was like" hmm im just gonna shave this because it doesnt seem to be growing" so right now it looks extra fucked. but all of my hair grows pretty well except this part in front of my ears. its like this on both sides of my head. any tips? im taking biotin to try and help. i dont think im balding. even though i have a bad hairline it has been like this my whole life
