Okay OP, are you white? Because if that's the case you have a long way to go. You might be able to convince your followers that you're filthy rich, but you can only keep this lie up for so long.

First off, you're going to have to get a plane ticket to a certain country in Africa. Now, you might think that countries like Somalia are the way to go, but keep in mind that the poorer and shit the country, the more dangerous it is. It will be easier to get people to follow you, since most won't have any real education, but this also means that most citizens are already used to the brutality of war. With other words, if you fail you're probably going to be tortured and executed in the most brutal way possible. Instead I would advise you to start in a country that isn't stable, but also isn't really used to war. Extra points if ISIS hasn't already decided to infiltrate yet. Nigeria might be a good candidate. Zimbabwe is pretty stable right now, but who knows with these countries, the government is pretty corrupt anyway.

I don't know your financial situation, but I would advise you to start investing in some sort of company that can keep you financially afloat. Of course, your end-goal is dealing with other countries so they will back you up in a potential uprising, but you must start somewhere. Build up a community, help them out, and slowly ease them into thinking that you're a kind and glorious leader. You'll need some sort of charisma to pull this off, but try and keep the identity of being the "father" of the community, this works great with cults as well. Once you have gained the trust of the villagers, you'll need to hit home that they need a way to defend themselves. Start by purchasing a limited number of firearms to train certain people inside the group.

The next steps are all down to chance. With a little luck, there'll be a revolt, an uprising or whatever. You'll need to take this opportunity to start eliminating potential threats to your community. Depending on how well these people trust you can act in more morally questionable ways. Remember, it will take charisma and indoctrination to make these people do stuff like slavery, using child soldiers etc. I'm not sure how capable you are in leadership skills, so I can only advise you to take more risks as it starts becoming more dangerous for you and the community. Even the nicest people will start doing fucked up shit once they get backed into a corner.

Now, remember when I said that you needed financial income? Once all hell breaks loose this will be your trump card. Whatever company you have should give you enough of a head start to purchase weapons. While in Africa it should be your priority to find black market dealers who are reliable and trustworthy enough to deliver weapons and ammo to you fast. You must be quick about this. Make sure there’s at least one neighbouring village or tribe that is a danger to your community, and if there isn’t, start creating some tension with those neighbours yourself. The first few weeks are going to be critical to your success. You need to make sure that you plunder and conquer enough tribes to put yourself on the map. This is no easy task, but if you have enough trained soldiers at your disposal you might be able to pull this off, as you have already been preparing for this moment.

You must be aware that there will be much larger tribes and factions who will try to take you out. There are two options when it comes to this. You can either strike a deal with them and work for them, but you will just be someone’s puppet for the rest of the war. This might actually be the way to go because it will give you and your subordinates a safety net. It also increases the chances of you coming out on top because you’ll basically join up with a tribe or governmental action that is much more powerful than you could ever hope to be. Depending on how successful you were with gathering strength before you surrendered to a certain party you’ll be able to live the rest of your life in relative comfort as the subordinate of another warlord.

The other option is fighting for yourself and trying to come out on top. Only do this if your first phase of conquering other smaller tribes has been very successful, and you somehow managed to convince your followers that your word is close to that of God. Make sure that you are constantly on the move, you won’t need a base of operations at the beginning. Guerrilla attacks are your friend here, the forces you will fight will be much more powerful than you are. You are playing a balancing act, on the one hand, you should disrupt the larger parties in the war from becoming too powerful and on the other hand, you will need to be as discreet as possible to make sure that the powerful factions don’t start coming after you.

I won’t lie, this method is very dangerous, because with one bad encounter you’ll be captured and killed. So how do you get out on top? This is just one way, but to me, it seems the most realistic. Search for sponsors from other countries, and suck up to them, preferably western ones. Yes, you’ll be a bit of a puppet for another government, but there’s no way in hell that you’re going to conquer an entire nation on your own. Make sure that you convey that you’re willing to spread western/the other countries’ values once you command the nation, and promise them certain trade deals on valuable resources that the country is known to have. In exchange, you will need to ask them for enough ammo and weapons to fight the war. Now your main concern is manpower.

Once you have the superior fighting power you will need to start going hard on settlements crazy fast. In the first few weeks of the war, your soldiers’ lives are important. Now not so much. Make sure that the smartest, most capable and loyal soldiers are promoted, and start making new soldiers as you go. Conquer settlements, get the men, arm them (no need for any real training) repeat. Keep doing this until you have enough power to face your rivals head on.

If by some miracle, you have conquered the country after this, you will need to be aware of your subordinates. Make sure that you give them enough rewards so that they do not overthrow you as soon as your back is turned. This means that the first few years will be corrupt as hell. At this point in time, the people are powerless, most of the power will belong to your generals and other people you put into power. I know your end goal is being a friendly dictator, but this won’t be happening in the first few years. Make sure that they are buttered up just enough and after that, you can start taking care of the citizens in your country.

Small chance my friend. It depends on how well you make your connections, but most arms factories will probably be aligned with other benefactors in record time once war breaks out. Unless you start working favours real early on you have very little chance of getting sweet with an arms factory.
