What's the best way to learn a language in your spare time? Rosetta stone? I'm thinking of trying to learn Mandarin because of how many people speak it.

You just get a book and learn it, nothing else will work. An hour or two a day is fine. And for the love of God, stay away from Rosetta Stone.

Don't listen to the other guy, rosetta stone is fine for the basics and to give you a guided experience to gauge your actual interest. you can also try something like duo lingo on your phone.
Check out your local community college, they might have some classes.
