I was just about to buy a flat for 160k€, but just before I got the key a report from urban planning came up that the building is in infraction.
There's a garage attached to the flat behind the building, and to get there from the street you have to take a short path that leads to a public parking. However there never was any formal authorization from the city to do that, since the building was supposed to have a private path which was not built due to measurement errors (the town is partly at fault on that).
So, in the worst case, the city could sell that parcel and the new owner could decide to forbid passage, and there'd be no way to access the garage. The city agrees that this must be regularized, but it'll take at least a year to do that. So I have 2 options:
1) I cancel the sale, lose about 1000€ in engaged fees, start all over again (it took me about a year and most of my free time to finalize the sale) and have to rent in the meantime (600€/month).
2) I accept the sale without the garage for 140k€, with a written promise to buy the garage for 20k€ if and only if the town agrees on the passage, renting it 50€/month in the meantime that will be deduced if I eventually buy it. So best case I get the original sale, worst case I get a flat for "cheap", but without a parking space which could be a problem.
