Rule out basic shit.

Remove air filter and see if it starts up. If it does: buy new air filter.

Has the engine been sitting in one spot for a while? Is the gasoline circulated?

Try fucking with the throttle and/or clutch switches (should be a knob or small plastic lever on the engine somewhere) while it's sputtering.

How small are we talking here, lawnmower or compact car?
When did it last run fine?
Carburettor or injection?
