No problem. You minimize the hurt by sticking to your part, and stressing that the issue isn't that you don't want to be her friend (= she's not worth being around if you don't get laid, if she's particularly sensitive/insecure) but that you have a romantic interest in her that you can't nuke right now just because it would be practical.
Obviously don't spell it out like that, just stick to your own feelings and say that you instinctively said yes because you liked the idea but upon further reflection you need more space than that.

For the record when I said "throws a fit" I meant an actual fit. If she is just very sad that sucks, but there's nothing you can do to avoid it 100%, not like you can be her friend out of pity. That's insincere and no self-respecting person wants that for themselves.
