I can't say for sure without seeing the hardware/software itself. You could try a different wifi modem but if your ISP is doing the throttling, you''l need to pay for a VPN to route your internet traffic.

How old is your router? If all your devices are having problems, it is likely the router or modem. I have a router where the 5 GHz creeped out after a year. Now I'm stuck on 2.4 GHz until I can replace it.

Common wifi slowdowns:
2.5Ghz frequencies tend to overlap causing interference. Switch to a 802.11ac? device and run 5Ghz that shod help. amd stick to radio channels 1, 6 and 11. Best option is to just buy a cable for stable internet.
