Sweating a lot, having oily skin, hot temperatures. That's why people usually get it around summer. It's a yeast infection and yeah it changes your pigmentation.
It's easily treatable, but it will take a while for your skin to look normal again. Go see a dermatologist and get something prescribed.

Probably one of these.
Atopic dermatitis or fungal infection or even melasma.
Have you shaved your chest?
You said it is not itchy, is it sore or soft compared to clear skin or leathery?
Could also be sarcoidosis, the picture is not clear enough to tell. You should see a doctor.
