Then it really doesnt matter what your specs are.
You can usually find good deals if you have months to wait but if you just need a browser machine then it doesnt really matter as long as you arent downloading a bunch of programs

You mean you can buy it refurbished but that doesnt mean you are getting all brand new parts.
They only replace the parts that are borderline failing or failed with other used parts they salvaged.

then budget
you're all over the place, some are 15 in some are 11 inch
totally different experiences on each of those
i like 13 inch. 15 inch is a bit large and 11 a bit small imo. 17 inch is completely bonkers, do not get
with your budget you wont be able to play most video games but that should be ok
