Was paying for sex a felony in the jurisdiction where that happened? If it was either legal or just a misdemeanor it will not matter. If your skill set make you valuable to the point that you are practically irreplaceable then it will not matter at all.
Tell them up front. They will ask broad questions, one of them will be: have you ever paid for sex. Do not downplay it. Just tell them, and let them do the evaluation.

Depends entirely on what level and branch of government you're planning to work for. The FBI for example does monitor 4chan (mainly /pol/ but also the boards with a history of paedophilia) and if they're already interested in you I wouldn't put it past them to look into your IP, so if you haven't proxy'd up they might well know. But if you're going that high I don't think they'll honestly give two shits about banging a hooker one time.
