Yes. You have to be located in a renowned creative capital to benefit from that scene. You'll encounter more people at the top of their game in that environment. Your work will carry more weight by virtue of simply being from that place.

People with talent tend to gravitate towards areas which offer opportunities. You'll find better scenes and individuals as a result. What I did is a got a scholarship to an institute which gave me accommodation and purpose when relocating though I still worked evenings and weekends. Equally though you've got to realise that most acts are no longer discovered and signed these days. They are created.
