I want to get a tattoo
Can anyone with experience give me rough costs of average per hour stuff artists charge? Also spots I should 100% avoid putting a tattoo on.

Most places I've been to don't charge by the hour, they charge by size. They also likely have a flat amount you're gonna pay at a minimum to cover cost of disposable materials and studio space booked.
My recommendation is to shop it around. Visit the parlors, make a note of how the place feels and how the artists interact with customers. Is the parlor clean? If not, nope the fuck out and go somewhere else. Also, talk to people who have gotten tattoos from the parlors you're looking at, ask about their experience. Sometimes you'll get recommended a specific artist, or told one to avoid.
As for location, it's a cliché, but pick a spot that's easily covered, like your torso or upper arms. It's one thing to pick something to draw on yourself for the rest of your life, it's another thing to have that same drawing limit you in some way in the future.

Get henna tatoo. It looks almost the same, you can show it to all your friends and after few weeks you can just wash it away and get better one.
