Just imagine that I want to build my own villa, perhaps dedicated to wineyards (as seen in The Witcher 3: Blood and Wine), but a modern one (solar panels, modern construction...). If I attract enough workers, and they start living near to my villa, I would claim my own town, where I'd be the leader.

No you can't claim your own city.
Grape vines can be very profitable if you're turning them into wine, but it can also be a multimillion dollar hole in the ground and you probably aren't the best man at figuring out soil ecology/local climate and how it impacts the growth of grapes.
I would start small, maybe by planting a vine in your backyard, and trying your hand at making your own wine first. See if you're any good at it before you devote truckloads of cash to a potentially bankrupting venture.
It's going to be difficult to be a "leader" of that town without any "army", "guards" or something like that.
