Quick question: how do you address to someone in the beginning of a formal letter?
English is not my first language, so I am not entirely sure how to proceed.
I've looked it up in Google, but almost everyone insists on using "dear Mr..." but, doesn't that "dear" make it sound like I've got some prior or close relationship to the one I'm writing?
Forgive me for asking the dumb questions, I just want to make sure.

"to whom it may concern" if your interested in coming off as a douche
"Greetings" always works (Germans like that one the most)

'Dear_______" is perfectly acceptable. If it's informal business setting you can use their first name. More formal? Use Mr. Mrs or Ms.
If it's not a business setting or very informal, "Hi _____" is fine.
Starting with "Greetings" sounds impersonal and like mass marketing.
They're right. "Dear" is acceptable in almost any form of letter writing and is used when you're writing to one particular person. If you don't know exactly who you're writing to, "To whom it may concern" is the best choice. Instead of "Mr", you can go for "Sir", but both are okay. "Greetings" works just as fine, too. Good luck!
