If it was just gaining weight proportionately to grow taller yes, but if you've gotten fatter, no. Any time fat is stored there it's going to make your penis look smaller because it'll be covering up a bit more of it. The bit you lost should still be usable, press into the fat and you'll see it's there, but it won't be visible otherwise.
