So I just tried to post on a board from my mobile phone using mobile data and not my home wifi.
and it said I was banned from August 2015. But the thing is, is that I only started using this site in January and my phone is brand new.
It also said my appeal for the ban was rejected, which is even weirder, because now I know this is something i'm not involved with.
Is it possible someone had my mobile data IP address before me from 2 years ago?
Can someone explain to me what all this is about?

You see, there are ~4 bilions IPv4 addresses. In practical terms, only ~2 bilions are usable in every day scenarios.
And the number of online users grows each day. We are in process of adopting IPv6 to counter this problem, but that wont become standard in a looooong way.
So now when you connect to internet, you (in most cases) share your IP address with others people (from same ISP). That said, if somebody behaved like an asshole on 4chan and got ban, he could switch ISP (there are 999 ways how to get new IP) and you are just innocent victim.
If you really care, contact your ISP that you want to buy (or rent) your own STATIC PUBLIC IP. Note that most ISP will simply tell you to fuck off.

I can't post from my phone either due to my IP being banned. Mobile IPs are used a lot and idiots from the past can fuck you. Take it as a blessing, too much time spent here is horrible for your mind

Not sure why your appeal was denied. Perhaps they couldn't figure out from the IP address that it was cellular data?
Last time it happened to me I appealed the ban explaining it was a mobile IP, then turned airplane mode on and off and kept posting. Seemed to work.

They won't tell you to fuck off, they'll tell you that the service isn't available to consumer customers, only enterprise.
