What do you put on a resume if you're 23 with no job experience, no friends or contacts, and no marketable skills?
I want a job so bad but everytime I open up the resume template, it's exactly the same thing. I stare at it for hours trying to muster up anything I could potentially bullshit and end up with a resume full of empty white space and one line bullet points. Something that looks like a low effort school project.

Don't write one. Get an entry level job. Declare your willingness to learn to your employer to be. Tell them you have no experience but can learn incredibly quickly and will do so for low pay. Ei5her that or unpaid internships.

Side question: how are you 23 without a job or experience? Do you live with your parents?

Sending in applications without a resume has been unsuccessful thus far.
I wanted to work since I was 16 but I had citizenship issues and couldn't even get my license. After that got cleared up, I was about 21 and haven't been able to find a job.
Some months I fill out hundreds of applications and some months I get discouraged and send in 0. I've gotten about 4 interviews and they all went poorly. My last one was a group interview. I dressed decent (not too well but a decent dress shirt), washed, and tried my very hardest to be presentable. Despite this, the second it was my turn the speak the interviewer lady immediately gives me this unsatisfied grimace and I immediately knew I wasn't getting hired.

Do some community service, and then put it on there as volunteering. For example, if you're trying to get a job at a restaurant, soup kitchens or food pantry volunteer positions can act as prior experience. You will also likely meet someone in charge of the volunteering organization that you work for that can recommend you.

I'm not religious but I did a ton of work with a local church before I got my first job. Lots of people ARE religious, and it'll look good to them.

Sounds exactly like my experience at that age. I did finally get a job at 23 after sending out literally hundreds of applications, but it took a few bad interviews and moving to a larger city.

You'll get something, man. Read the interview questions on glassdoor so you're prepared. Call everywhere after you put in your application and ask to speak to the manager. Ask about the status of your application and make sure you let them know you have open availability, and try to set up an interview.

Skip the resume step. At your level you really need not much more than name and address.

Go to what passes for "downtown" in your city and walk into literally every store and office asking for a job until you get one.

If you have like $250 you can get an online course and certified for Property and Casualty insurance and start working as CSR for like $12+ an hour. If you grind hard you could be done in a week. Insurance is just office jockey work or call center service and depending on how you play your cards it has lateral and horizontal career paths. They don't really care if you have past experience in other fields because they've got to retrain you to their system anyway, having the certification is what matters, literally automated systems can do the job.
