It's usually just good to have a confident tone in your speaking voice; some people are just naturally shy, and that's fine, but if you're looking to make a move, I would just say just let your confidence take the wheel (sorry if I sound stupid or vague)

Not OP but I had a similar question.
How do I know when it's okay to approach someone I don't know for a conversation or whatever.
Mostly interested in meeting women but I guess I could use new friends as well. Everyone always seems so preoccupied and busy, and I don't think it likely that I'd actually meet someone with similar interests at a bar.
