Hey /adv/, I need some help.
Yesterday I got a letter in the mail looks like some sort of US tax form, except I live in Australia.
I don't know what to do here, I'm an 18 year old who's literally never worked a day in his life. I know that this has arrived because I """published""" a short book on a website that lets you self-publish, and I somehow made like $4 from it. And this happened at the start of 2016, why am I getting this letter just now?
What am I supposed to do? I don't know how to fill out tax forms.

This. Even if it's legit, they're not going to follow up to tax the $4 you made.
God, wouldn't it be nice if government tax forms were designed so that you didn't require a professional to understand them for you?

Unlike some countries, the US taxes all US-based income regardless of where you live.
But relax. There's a minimum you have to make in order to be taxed, and it's over $1000.
What probably happened here is that the website had to report all transactions as part of their tax form, and the IRS computers picked up that you had been paid something and came after you.
You can safely ignore it, though if you want to, you can fill it out, showing how little you made, and send it back.

In the states, you can file or take out taxes on any amount of income you want - even $4 - and you'll hear from the IRS for it.
Good news is, though, that the IRS is mostly computerized and they just happened to have on file that TAXID03849294038901-B made $X and that they needed tax information.
Truth is, I think the threshold for the US even taxing people's if you're under 65 and single (most of us) is something like $10,000. Once you hit that, THEN you should worry about filling that stuff out. If not, that's your money to keep.
I work as a videographer while in college, and I made like $8k in 2016. I went with my folks to file taxes and the guy said that it wasn't necessary at all until I made $10k. Just looked it up again to confirm.
You're fine, OP. Use that $4 to write an even better short story and dedicate the novel to us in this thread when you publish.
