You sound like you dont even know difference between internet connection, gpu, cpu, browser and pc.
Start by googling the difference between
desktop pc
notebook
tablet
internet cilonnection
and decide which one you want.
First of all figure out if you want a laptop or a desktop.
Desktops have better specs for the same price and a longer life spam.
Laptops have the obvious advantage of being mobile. If you're going to need to use it outside your house go for laptop.
