First of all Zakat is totally different.
It's the yearly donation almost every muslim has to make towards charity.
Its about 2.5% of your total worth.
You only pay zakaat if you are worth atleast a certain amount that is calculated based on the price of gold or some other intrinsic item. I'm not really sure on that but this ensures that if you can't afford it, you don't have to pay zakaat.

It's a way of rotating the wealth around from the wealthy and getting it spread more evenly amongst the population.

Now if Saudi government has a certain policy that pays to convert to islam, which I think is extremely unlikely, that would be a governmental incentive and has nothing to do with Islam and I'm not sure where you read that zakaat is the same thing.

Infact, I'm pretty sure this supposed grant doesn't exist and you've probably being fed some bullshit.
It's totally against Islam and I'll be very surprised if Saudis are doing something like this but then again I won't be knowing how they are.
