>TL;DR Can I transfer to a 4 year university and get a degree on electrical engineering by getting B's for the most part?

if you cant get all As at a shitty fucking CC, you arent going to get xfered to a decent 4-year.
put in the fucking effort
It depends on the CC and your target 4 year. If you are trying to transfer to UT at Austin, hell no.
I would recommend supporting your 3.0 with extracurriculars (that you can easily time manage). More importantly, pick schools that take 3.0's from your CC in your major +70% of the time, with a few long shots thrown in.
Double-down do not falter in your studies, though.

All B's at CC is workable for a transfer to a moderate league college. However, if you want something higher, it would be expensive.
Otherwise, consider staying at CC if money is an issue: you can be an electrician easier than an electrical engineer.
