I read once in some kind of respectable source that bags like you're talking about are actually due to leaky microveins or something. Long story short the bags are like bruises. Getting enough sleep helps most, if it doesn't help you maybe try the creams, but the article I read said that the only long term solution was some kind of laser surgery that sealed up the leaky veins. Expensive but works.
