How do I develop a personality? I think I'm a boring person, I'm not very funny, nor am I a good storyteller, and I don't really have any exciting experiences or adventures either. I have hobbies of course, but talking about those only get me so far. How do I stop being the "nice person" and become more charismatic/entertaining?

You don't want to be entertaining. Clowns and standup comedians are entertaining.
Charismatic maybe, but then the question arises who should perceive you as charismatic. Different demographics value different behavior differently.
If you have interesting things to say (which you do if you read, especially if reading nonfiction, like commentary on current events), there will be people who like talking with you in some demographics.

I guess I want to seem "fun" or someone you want to be around, for people my age (19). I want to be able to make close friends, get a girlfriend, all that jazz, and obtaining a humorous personality seemed like the best way to go about it.
