It really depends on her genetics, you can't know for certain without trying. Some girls carry the weight in the right places, some don't. Look to her female relatives for clues. Of course having a little muscle under the fat will always improve things, so keep trotting your little piggy around the gym.
The gym can really improve legs and butt but without actually increasing her bodyfat percentage, she will never be thicc

Nope, if you google around for natural breast enlargement you'll find that it's a thing just like the whole fake penis growing industry. It's not possible unless through pregnancy, not being done growing, gaining weight (and being lucky with the distribution)...
