to find tangential velocity, you need to multiply the radius by the rotational frequency (for convenience, often in radians per second).
so you have:
>1 rotation in 46 seconds
>2 pi radians in 46 seconds
> (2 pi) / 46 radians per second
you should be able to figure it out from here.
theta=2pi rad
w=theta/time
w*r=v
