It's best to call the cops and report them for disturbing the peace and they'll send out animal control. Do it every time they get noisy so they get the idea. Eventually they'll start to get fined until they either train their dogs to stop barking or have their voice cut. The latter would suck, but that's not on you, it's the owners fault for neglecting their dogs behavior.
