Because your face is mirrored when you look at it through a mirror and naturally viewed when you see it in a picture. Basically, you only see your own face "right" in pictures, while you're used to it mirrored, so it throws you off. Also, it's hard to control and adjust your facial expressions for pictures, unlike when you're standing in front of a mirror, so most pictures are unflattering but default. If you look decent kn mirror, it's likely that other people think you're decent looking too, even if your real face doesn't exactly match the one you see in a mirror.

The way you look in a mirror is the way you look to others (though they probably don't notice the problems you obsess over) photos always distort faces to a degree.

Because the human face is supposed to be lively not some 2D picture. Speaking from experience, people who look crap in pictures actually look better in person.
