"It's cheap" doesn't mean anything.
There is no place on earth where an average person makes a lot of money and things cost very little. If things are inexpensive it is because people don't make much money at all. Prices of stuff are mostly proportionate to the income.

Kuching is a pretty interesting mix of cultures and most everyone speaks some English there.
Montreal is surprisingly cheap, it's easy to find a decent apartment for 500 a month. You don't need French to get by either.

Somewhere in California? You can keep away from the bay area too if that's too crowded and expensive for you. There's a couple decent sized cities in the valley, and I don't even know about southern California

I'm from NY but I went to school there at McGill, absolutely loved the city, very hip place. I highly recommend it.
I haven't been there in like 8 years or so, I really miss it.
