Legally to cover your ass, I'd just say "Don't do it, please call the suicide hotline". You aren't really obligated to do anything else. If he does kick it and the popo finds his skype records, at least it shows you tried to talk him out of it, rather than into it.

If you give a rats ass about this person at all, you should probably at least know generally where he lives. A state even? Call your local police department and just tell them everything you do know. They'll work it out from there. Chances are if the guy is gonna off himself there's nothing you can do unless you do know his address or something, it'll all be too late. But it's all you can really try to save his life.
