How often do you bathe/shower? I'd suggest showering once a day for a few weeks, taking extra time to clean around your anus. Be gentle, don't scrub. See if that helps.

Wearing the same underwear over and over doesn't help, especially if it's actively getting skidmarks. I appreciate you're poor, but would it be possible to pick up some cheap underwear so you can have more pairs between washes? Alternatively, could you get some cheap rags (clean ones) and line your underwear with them, just to help a little? Worst case scenario, consider the classic "forward, backward, inside-out forward, inside-out backward" to lessen the impact a bit.
