Look up the average police response time in your area. As soon as shots are fired, the cops will be called and they will make it their #1 priority. Climbing a water tower is not an easy task, unless there's a ladder. Chances are you'll be caught and shot down either way

Shoot to your hearts content until the cops arrive and the drop the gun while staying on the tower.
Think about it, how will they be able to arrest you and take you down the ladder? If they do climb up and try to cuff you could fling yourself and the cop off of the tower.
