There is a girl who could become my girlfriend, or at least I'm pretty sure that she has had at least passing feelings about me in that way. She's sweet and and petite and loves to bake (she made me muffins once). She gets really touchy with me as well sometimes, often touching my arm or my thigh. Conversations with her are easy. But I'll fuck it up somehow. I'm kind of passive and I've done nothing to reciprocate. Plus, I don't even know if I want her to be my gf. I realize that she sounds good on paper. But I just don't know. Please advise.

Then make this happen dude. I will sound like a dick here but even if you don't want this girl as your girlfriend, you should at least try it for a while. Worst case scenario, you get some experience under your belt and won't be as shy initiating things with a girl you do like in the future.
