I have a simiar issue with my skin. The little bumpies are actually just tiny ingrown peach-fuzz hairs. Exfoliation is supposed to help get rid of it, but usually I just pick em off and pull out the hair. Its gross, but if the issue is bumps, i'd try to scratch a few off.
